Surface gravity follows from mass and radius alone, so it is only as good as those two numbers. This ranking therefore requires both, and requires the pair to imply a possible world: a density between 0.03 and 12 grams per cubic centimetre, which runs from the puffiest planet ever measured to a fully compressed iron core. A mass paired with someone else's radius can produce a spectacular low-gravity figure that describes nothing real, and that is what the gate is for.
The list is held to worlds with a surface. A gas giant's gravity is quoted at the top of its clouds, where there is nothing to stand on and no meaningful place to put a set of scales. Where a mass is a minimum rather than a measurement, the gravity that follows is a floor, and the table says so.
