Surface gravity is a planet's mass divided by the square of its radius, so this ranking admits only worlds where both were measured: a mass from the tug the planet exerts on its star or its neighbours, not one estimated from its size, and a radius from its shadow as it crosses its star. An estimated mass would make the ranking circular, because an Earth-sized world assumed to be built like Earth comes out at Earth's gravity by construction.
Even measured, the numbers are not precise enough to rank worlds a few percent apart, since a planet's mass typically carries an uncertainty of ten percent or more. So every rocky world within 5% of Earth's gravity is treated as a tie and listed nearest to us first, and the rest follow by how close they come. The ranking is held to rocky worlds, where solid ground is expected at the measured radius, and it leaves out disputed detections and mass-radius pairs that imply an impossible density.
